1. CONDITIONAL USE PERMIT REVISION – MITIGATED NEGATIVE DECLARATION (CASE NO. ZON2009-00441): 31501 Palos Verdes Drive West / City (AM)

Request: A request to approve Conditional Use Permit No. 200 Revision “A”, Grading Permit, and Coastal Development Permit to allow the construction of site improvements at Lower Point Vicente consisting of reconfigured and expanded parking spaces (total of 101 parking spaces), trails, lighting and drainage facilities (bioswales and catch basins).

Action Deadline: May 14, 2010

Recommendation: 1) Adopt P.C. Resolution No. 2010-__, adopting a Mitigated Negative Declaration and making certain environmental findings pursuant to the California Environmental Quality Act with a Mitigation Monitoring and Reporting Program in connection with the construction of parking lot and site improvements at Lower Point Vicente; and, 2) adopt P.C. Resolution No. 2010-__, approving with conditions, the planning entitlements allowing the construction of parking lot and site improvements at Lower Point Vicente (Case No. ZON2009-00441).

Request: A request to 1) construct a 27’-7” tall, 3,463ft² two-story residence; 2) conduct 1,500yd³ of grading; 3) construct 3.5’ tall and 7.8’ tall retaining walls adjacent to the new driveway; and 4) construct a 7’ tall retaining wall integrated into the residence to accommodate a rear patio-courtyard.

Action Deadline: February 16, 2010

Recommendation: Adopt P.C. Resolution No. 2010-__; thereby conditionally approving the requested Grading Permit and Site Plan Review (Case No. ZON2009-00396).
