Request: A request to modify the Director’s approval of City Tree Review Permit Case No. CTRP2008-00031, to allow for the trimming and adoption of seven (7) trees whereas the Director’s decision requires the removal of four (4) City-owned Canary Island Pine trees and allows for the potential adoption of three (3) of the seven (7) City-owned Canary Island Pine trees in the public right-of-way, which significantly impair the view from the properties located at 7306 and 7315 Berry Hill Drive.

2. TIME EXTENSION FOR HEIGHT VARIATION, GRADING PERMIT AND SITE PLAN REVIEW (CASE NO. ZON2007-00486): 3450 Via Campesina / Schiappa (KF)

Request: A request to grant a 1-year extension of the approval for the construction of a new residence at 3450 Via Campesina.

Action Deadline: None

Recommendation: Grant a 1-year extension of the approval of the Height Variation, Grading Permit and Site Plan Review for the property at 3450 Via Campesina (Planning Case No. ZON2007-00486) via Minute Order, thereby setting the final expiration date as April 28, 2011, with all conditions of approval remaining in full force and effect.

3. FIVE-YEAR CAPITAL IMPROVEMENT PLAN (CIP) ANNUAL REVIEW & GENERAL PLAN CONSISTENCY FINDING (CASE NO. ZON2010-00150): Citywide / City (ES)

Request: A finding of consistency with the Rancho Palos Verdes General Plan for the City’s 2009 Capital Improvement Plan (CIP).

5. HEIGHT VARIATION AND MINOR EXCEPTION PERMIT (CASE NO. ZON2009-00497): 30939 Rue Valois / Griffin-Haddad (LM)

Request: A request to demolish the existing 3,305 square foot residence and construct a new 3,567 square foot 2-story residence. The proposed residence measures 26’-0” in height, as measured from the lowest finished grade adjacent to the foundation/slab (elev. 196.11’) to the highest ridgeline of the residence (elev. 222.11’). The applicant is also requesting a Minor Exception Permit to construct a new wall within the front yard, to exceed 42” in height. The wall would measure 3’-6” at the east property line and would increase to a height of 5’-3” at the west property line.

Action Deadline: July 29, 2010

Recommendation: 1) Review the proposal and additional information provided by the applicant to determine whether the project and additional information addresses the Commission’s concerns with the proposed project; and 2) If the proposed revisions are deemed acceptable by the Planning Commission, close the public hearing and direct Staff to bring back the appropriate resolutions and conditions of approval for consideration at the May 25, 2010 Planning Commission meeting.

6. PROPOSED REVISIONS TO THE VIEW RESTORATION AND PRESERVATION GUIDELINES: Citywide / City (JA)

Request: A City-initiated proposal to consider minor revisions to the City’s View Restoration and Preservation Guidelines & Procedures.

Action Deadline: None

Recommendation: Staff recommends that the Commission review the proposed draft View Restoration and Preservation Guideline amendments; and, if deemed acceptable, adopt P.C. Resolution No. 2010- ___ thereby forwarding approval to the City Council.

PUBLIC HEARINGS:

7. REVISION TO HEIGHT VARIATION & SITE PLAN REVIEW (CASE NO. ZON2009-00495): 5501 Shoreview / Barto (SK)
            To review the staff report click here

Request: A request to revise a previously approved project which included the demolition of an existing single-family residence and construction of a new 4,646ft² two-story residence with 475yd³ of grading. The revised project maintains the existing residence, and includes a 651ft² addition to the existing first floor, a new 604ft² second floor, and an 80ft² covered porch. The total structure size of the revised project will be reduced to 3,624ft² and does not involve any grading. Additionally, the overall height is proposed to be reduced from the previously approved 23’-0”, to 21’-9”, as measured from the point where the lowest foundation or slab meets the finished grade, to the existing ridgeline of the structure.

Action Deadline: June 4, 2010

Recommendation: Adopt P.C. Resolution 2010-__, thereby conditionally approving the proposed revision to a Height Variation and Site Plan Review.

8. GRADING PERMIT & SITE PLAN REVIEW (CASE NO. ZON2009-00303): 2822 Colt Road / Bender (LM)

Request: A request to demolish the existing residence and construct a new “green” 3,889 square foot, two-story residence, 770.3 square foot guest house, 921.4 square foot pool house and 326.3 square foot studio on the existing pad lot. The proposed new residence measures 20’-0” in height, as measured from the lowest finished grade adjacent to the foundation/slab (126.5’ elevation) to the highest ridgeline (146.5’ elevation) of the residence; and 16’-0” in height, as measured from the highest elevation (130.5’ elevation) of building pad covered by structure to the highest ridgeline (146.5’ elevation) of the residence. The project also includes a total of 2,228 cubic yards of grading to lower the existing pad elevation beneath the proposed additions and fill earth surrounding the proposed additions. The applicant is also requesting to relocate the Open Space Hazard boundary line a maximum of 30 feet down from the top of the existing extreme slope.

Action Deadline: June 17, 2010

Recommendation: Open the public hearing, receive public testimony and continue the public hearing to May 25, 2010.

9. GENERAL PLAN UPDATE (CASE NO. ZON2008-00160) – “DRAFT” SAFETY ELEMENT: City (GP, SK)

Request: A request to review and discuss the Staff prepared draft updates to the Safety Element of the General Plan.

Recommendation: 1) Provide general direction to Staff and the Planning Commission Sub-committee (Lewis, Tetreault, Knight) on proposed revisions to the Staff proposed “Draft” Safety Element; and 2) Review and approve the revised “Draft” Schedule.
