1. HEIGHT VARIATION AND MINOR EXCEPTION PERMIT (CASE NO. ZON2009-00497): 30939 Rue Valois / Griffin-Haddad (LM)
            To review the staff report click here

Request: A request to demolish the existing 3,305 square foot residence and construct a new 3,567 square foot 2-story residence. The proposed residence measures 26’-0” in height, as measured from the lowest finished grade adjacent to the foundation/slab (elev. 196.11’) to the highest ridgeline of the residence (elev. 222.11’). The applicant is also requesting a Minor Exception Permit to construct a new wall within the front yard, to exceed 42” in height. The wall would measure 3’-6” at the east property line and would increase to a height of 5’-3” at the west property line.

Recommendation: Adopt P.C. Resolution No. 2010-__, modifying the Planning Commission Rules and Procedures, to incorporate a rule regarding how the Planning Commission should vote on agenda items on the Consent Calendar.

3. THREE-MONTH REVIEW OF CONDITIONAL USE PERMIT REVISION (CASE NO. ZON2004-00232): 5640 Crestridge Road / Peninsula Community Church (KF)

Request: A request to review the parking lot lighting at Peninsula Community Church for consistency with the mitigation measures and conditions of approval adopted pursuant to P.C. Resolution Nos. 2006-44 and 2006-45.

Action Deadline: None

Recommendation: Find that the modified parking lot lighting at Peninsula Community Church, with the wattage of the 42-inch-tall bollard lights in the west parking lot reduced from 100W to 50W, is consistent with the adopted mitigation measures and conditions of approval for Planning Case No. ZON2004-00232, via Minute Order.

4. GRADING PERMIT & SITE PLAN REVIEW (CASE NO. ZON2009-00303): 2822 Colt Road / Bender (LM)
            To review the staff report click here

Request: A request to demolish the existing residence and construct a new “green” 3,889 square foot, two-story residence, 770.3 square foot guest house, 921.4 square foot pool house and 326.3 square foot studio on the existing pad lot. The proposed new residence measures 20’-0” in height, as measured from the lowest finished grade adjacent to the foundation/slab (126.5’ elevation) to the highest ridgeline (146.5’ elevation) of the residence; and 16’-0” in height, as measured from the highest elevation (130.5’ elevation) of building pad covered by structure to the highest ridgeline (146.5’ elevation) of the residence. The project also includes a total of 2,228 cubic yards of grading to lower the existing pad elevation beneath the proposed

additions and fill earth surrounding the proposed additions.

Recommendation: Adopt P.C. Resolution No. 2010-__; thereby approving a Grading Permit and Site Plan Review (Case No. ZON209-00303)

5. GRADING PERMIT AND VARIANCE (CASE NO. ZON2009-00389): 29256 Palos Verdes Drive East / Mese (LM)
            To review the staff report click here

Request: A request to demolish an existing 11’-4” tall retaining wall and allow the construction of a new 11’-4” tall retaining wall with a 3’-0” tall guardrail in the same location within the rear yard of an existing single-family residential lot. The project also includes the removal of a 4’-0” to 8’-0” tall retaining wall in the rear yard and the restoration of the preexisting grade.

Action Deadline: June 17, 2010

Recommendation: Receive and file the withdrawal of the Variance application.

6. HEIGHT VARIATION (CASE NO. ZON2008-00656): 6752 Eddinghill Drive / Alon (LM)

Request: A request to construct a new 587 square foot second story addition and balcony to the rear of the existing 2,503 square foot residence. The proposed residence measures 21’-8” in height, as measured from the lowest finished grade adjacent to the foundation/slab (elev. 103.34’) to the highest ridgeline of the residence (elev. 125.00’).

Recommendation: Adopt P.C. Resolution No. 2010-__; thereby approving Height Variation (Case No. ZON2008-00656).


7. GENERAL PLAN UPDATE (CASE NO. ZON2008-00160) – REVIEW OF “DRAFT” CONSERVATION/OPEN SPACE AND FISCAL ELEMENTS: City (GP, LM, AH)

Request: A request to approve the Sub-committee prepared “Draft” Conservation and Open Space Element, and review and discuss the Staff proposed “Draft” Fiscal Element of the General Plan.
