1. CODE AMENDMENT – SPECIFIC PLAN CLEAN-UP CODE AMENDMENT (CASE NO. ZON2010-00223): City / Citywide (KF)

Request: A request to amend Chapter 17.38 (Specific Plan Districts) of the Rancho Palos Verdes Municipal Code (RPVMC) to correct the omission of a reference to and description of the existing specific plan for Eastview Park (“Specific Plan District VII”) at 1700 Westmont Drive, which was enacted by the City Council as Ordinance No. 248 on November 8, 1989. This request involves neither changes to the existing specific plan nor any physical modifications to Eastview Park. The proposed Code Amendment would also dispense with numeric designations for the other four (4) existing specific plan districts, replacing them with descriptive, named districts (i.e., “Eastview Park Specific Plan District” versus “Specific Plan District VII”) so as to avoid the prospect of duplicated and/or non-sequential numeric district designations in the future, as follows:

If enacted as currently proposed, this Code Amendment would have the following, non-substantive effects upon the Marymount College Initiative (if approved by the City’s voters):

• The new section added to RPVMC Chapter 17.38 would be numbered 17.38.110, not 17.38.100; and,

• The “Campus Specific Plan” would be designated in this new Code section as “Campus Specific Plan District,” not “Specific Plan District V.”

Recommendation: Adopt P.C. Resolution No. 2010-__, thereby recommending to the City Council the adoption of an Ordinance to amend Chapter 17.38 (Specific Plan Districts) of Title 17 (Zoning) of the City’s Municipal Code to correct the omission of a reference to and a description of “Specific Plan District VII” for Eastview Park, as originally enacted by the City Council in 1989.

2. REVISION “A-1” TO CONDITIONAL USE PERMIT NO. 100 REVISION “A,” GRADING PERMIT, AND COASTAL DEVELOPMENT PERMIT (CASE NO. ZON2010-00275): Lower Point Vicente Parking Lot / City (AM)

Request: A request to amend Condition of Approval No. 29, to adjust the grading quantities from a maximum total of 20,520 cubic yards to a new maximum total of 25,885 cubic yards (a net increase of 5,365 cubic yards of earth work).

Action Deadline: September 30, 2010

Recommendation: Adopt P.C. Resolution No. 2010-__, amending Condition No. 29 to adjust the grading quantities from a maximum total of 20,500 cubic yards to a new maximum total of 25,885 cubic yards for construction of the parking lot and site improvements at Lower Point Vicente.
