1. HEIGHT VARIATION & GRADING PERMIT (CASE NO. ZON2009-00147): 27513 Longhill Drive / Chao (LM)
           To review the staff report click here

Request: A request to demolish an existing 2,100 square foot residence and construct a new 4,437 square foot 2-story residence. The proposed residence measures 24’-6” in height, as measured from the lowest finished grade adjacent to the foundation/slab to the highest ridgeline of the residence. The applicant is also requesting a Minor Grading Permit for 18 cubic yards of cut and 8 cubic yards of fill within the front yard.

Action Deadline: September 23, 2010

Recommendation: If the Applicant’s revised design addresses the Commission’s previous concerns with the proposed project, adopt P.C. Resolution No. 2010-__, thereby conditionally approving the Height Variation and Minor Grading Permit (Case No. ZON2010-00147) to allow the construction of a new two-story residence.

NEW BUSINESS:

2. OPPORTUNITY TO RECEIVE PUBLIC COMMENTS ON THE DRAFT EIR FOR THE PROPOSED ANNENBERG PROJECT AT LOWER PT. VICENTE (CASE NO. ZON2009-00442): Annenberg (AM)
           To review the staff report click here

Request: A request to construct a 50,979 square-foot, 16-foot high (measured from finished grade) education building and a 1,036 square-foot, 16-foot high restroom/storage outpost building, as well as an outdoor exhibit area, expanded picnic areas and restroom facilities, and approximately 10 acres of new landscaping. The project would result in a total of 197 on-site parking spaces, including 100 parking spaces which were approved under a separate permit. Site preparation would involve excavation of approximately 39,570 cubic yards of material (soil and rock) and placement of approximately 14,780 cubic yards of fill material. Approximately 24,790 cubic yards of material would be exported from the site (primarily consisting of rock material).

Recommendation: Conduct a public hearing for the sole purpose of obtaining public comments on the Draft Environmental Impact Report (DEIR) for the Annenberg Project at Lower Point Vicente.

Request: A request to review and discuss the Sub-committee’s recommendations on the “Draft” Visual Resources Element.
Action Deadline: None
Recommendation: 1) With regards to the Visual Resources Element, Staff recommends that the Planning Commission:

A) Review the attached Sub-committee (Tetreault, Lewis, Leon) prepared Draft, which includes proposed new Goals and revised Policies;
B) Within the Draft, review the text box comments submitted by Staff and provide direction to Staff on whether to incorporate those comments or not,
C) Consider any late comments submitted by the Sub-committee, the Planning Commission, and/or the Public; and
D) Approve the proposed “Draft” Visual Resources Element with any revisions as directed.
2) Receive and file the revised “Draft” Schedule.
