1. HEIGHT VARIATION, GRADING PERMIT AND SITE PLAN REVIEW (CASE NO. ZON2010-00328): 30629 Palos Verdes Drive East / Knounji (SK)
     To review the staff report click here

Request: A request to construct a 27.5’ tall, 1,118ft² two-story addition to an existing two-story residence, convert the existing 674ft² garage into habitable space and construct a new 750ft² detached garage. The request also includes construction of retaining walls up to 7.5’ in height with 231yd³ of grading to expand the side and rear yard.

Action Deadline: February 11, 2011

Recommendation: Review the revised rendering and if the Planning Commission feels that it adequately addresses bulk and mass concerns, then adopt P.C. Resolution No. 2011-__; thereby approving, with conditions, Case No. ZON2010-00328.

2. FLOOR TO AREA RATIO (FAR) REVIEW: City / Citywide (ES)
     To review the staff report click here

Request: A request to continue the discussion of possibly establishing a Floor Area Ratio (FAR) or some other similar maximum structure size.

Action Deadline: None

Recommendation: Conclude discussion of the alternatives to limiting structure size on Residential property and if there is consensus with limiting structure size, then direct Staff to proceed with drafting an Ordinance to implement a preferred alternative and drafting the appropriate environmental documentation. Alternatively, if the Planning Commission believes there is no need for a regulation, then direct Staff to inform the City Council as such.

3. CONDITIONAL USE PERMIT REVISION AND GRADING PERMIT (CASE NO. ZON2010-00191): 3304 Palos Vista Drive / Abdallah (SK)

Request: A request to construct a 1,929ft² two-story addition with a balcony to an existing split-level residence. The request also includes 76yd³ of grading to restore improved areas back to their original unimproved condition. Additionally, a revision to a previously approved Conditional Use Permit is requested to exceed the maximum allowed lot coverage of 30% to 33% in the Seacliff Hills residential tract.

Action Deadline: March 8, 2011

Recommendation: Adopt P.C. Resolution No. 2011-__; thereby approving, with conditions, a Conditional Use Permit Revision and Grading Permit (Case No. ZON2010-00191).

4. CODE AMENDMENT FOR REASONABLE ACCOMMODATIONS, et., al.(Case No. ZON2010-00336): Citywide / City (ES)

Request: A request to 1) establish reasonable accommodations procedures for individuals with disabilities; 2) establish standards for single-room occupancy facilities; 3) permit emergency shelters in the CG Zone by right; and 4) allow for the development of transitional and supportive housing.

Recommendation: Adopt P.C. Resolution No. 2011-__, recommending that the City Council certify a Negative Declaration; and, recommending that the City Council adopt Ordinance No. ___, a Code Amendment revising Municipal Code Title 17 to a) establish reasonable accommodations procedures for individuals with disabilities, b) establish standards for single-room occupancy facilities, c) permit emergency shelters in the CG Zone by right, and d) allow for the development of transitional and supportive housing.

6. DISCUSSION OF THE “REMOVAL OF FOLIAGE AS CONDITION OF PERMIT ISSUANCE” REQUIREMENT OF THE DEVELOPMENT CODE: City (JR)

Request: A request by the Planning Commission to discuss the “Removal of Foliage as Condition of Permit issuance” requirement of the Development Code.

Request: A request by the Planning Commission to discuss the Municipal Code’s requirements regarding the review of solar panel applications.

Recommendation: Discuss the matter and provide Staff with direction on whether the Commission wishes to petition the City Council to initiate a code amendment to revise the City’s solar panel application review criteria.
