1. APPEAL OF DIRECTOR’S APPROVAL FOR AN EXTREME SLOPE PERMIT AND SITE PLAN REVIEW (CASE NO. ZON2009-00108): 21 Cayuse Lane / Di Santo (Appellant) and Coleman (Applicant) (LM)

Request: Appeal of the Community Development Director’s decision to approve a request to construct a 512 square foot upper level addition, 1,092 square foot entry level addition and 501 square foot lower level addition. The project also included the construction of a new deck off the proposed new kitchen and a deck for trash cans. The appellant has concerns regarding potential view impacts

Recommendation: Adopt P.C. Resolution No. 2011-__, upholding the Director’s decision and conditionally approving the requested Site Plan Review and Extreme Slope Permit (Case No. ZON2009-00108)

2. SIX MONTH REVIEW AND CONDITIONAL USE PERMIT REVISION (CASE NO. ZON2010-00402): 31100 – 31176 Hawthorne Blvd., and 31212 – 31246 PV Drive West (commonly known as the Golden Cove Center) Trader Joe’s / Zarrabian (LM)

Request: A request to remodel the existing trellis on the north side of Building D, the east side of Building E, and the south side of Building F. The applicant is proposing to replace the open-air trellis structure with a solid roof structure/canopy and to allow outdoor dining area underneath two of said trellises. Each structure is 459 square feet in area and the two outdoor dining areas are proposed at 375 square feet each. In addition, the Planning Commission will be considering a six-month review of the Conditions of Approval for P.C. Resolution No. 2008-56, related to the approval of the new Trader Joe’s.

Action Deadline: March 21, 2011

Recommendation: 1) Adopt P.C. Resolution No. 2011-__, thereby approving a Conditional Use Permit Revision (Case No. ZON2011-00402) for the remodel of three existing open-air trellises to include a solid roof/canopy structure, each with a maximum of 459 square feet, allow 375 square feet of dining area underneath two of the covered patios and 2) determine that the Trader Joe’s Project is operating in accordance with the Conditions of Approval associated with Resolution No. 2008-56 (Case No. ZON2008-00541) and approve via minute order.

Crestridge Road / Peninsula Community Church (KF)

Request: A request to convert a 2,675-square-foot portion of the existing, lower-level storage area of the main sanctuary building at Peninsula Community Church into a 2,207-square-foot multi-purpose room with 129 fixed seats and a 468-square-foot expansion of the existing church administrative offices. The project also involves the remodeling of a 920-square-foot portion of the existing church administrative offices on the lower level of the main sanctuary building. There will be no changes in the existing footprint or the exterior appearance of the main sanctuary building. The configuration of the church’s easterly (i.e., lower) parking lot will be revised to provide one (1) additional handicapped-accessible parking space.

Recommendation: Adopt P.C. Resolution No. 2011-__, thereby conditionally approving the requested Conditional Use Permit Revision (Case No. ZON2010-00433).
