Request: A request to create a new review process for hedges above 42” in height within the front yard setback and to simplify the existing intersection visibility triangle review process.

Recommendation: Discuss and provide direction to Staff on a proposed code amendment to revise Chapters 17.48.070 (Intersection Visibility Triangle) and 17.76.030 (Fences, Walls and Hedges) of Title 17 (Zoning) of the City’s Municipal Code, to 1) amend the review process for Intersection Visibility Triangle applications, and 2) establish a new process to allow hedges above 42” in height within the front yard setback of private residential properties.

Request: A request to modify a portion of the roof design from mansard to a low pitched gable, thereby increasing the ridgeline by 1.5’ (from 22.5’ to 24’).

Recommendation: Adopt P.C. Resolution No. 2011-__; thereby conditionally approving a Height Variation revision (Case No. ZON2011-00309).

3. CONDITIONAL USE PERMIT REVISION (CASE NO. ZON2011-00277): 30940 Hawthorne Boulevard / Verizon Wireless (SK)

Request: A request to install a diesel powered stand-by generator to the rear of a two-story administrative building at the City Hall property.

Action Deadline: January 15, 2012

Recommendation: Adopt P.C. Resolution No. 2011-__; thereby approving a Conditional Use Permit revision (Case No. ZON2011-00277).

4. VIEW RESTORATION PERMIT (CASE NO. VRP2010-00010): Papadakis, et al / (JA)

Request: A request to trim and/or remove foliage located at 3302, 3326, and 3351 Deluna Drive & 30619 and 30611 Lucania Drive, to restore the views from 3228 Parkhurst Drive and 30639 & 30638 Lucania Drive.

Recommendation: Continue the public hearing to the February 14, 2012 meeting.

5. CODE AMENDMENT – INTERPRETATION PROCEDURE: Citywide / City (AH)
        To review the staff report click here

Request: A City-initiated request to revise Chapter 17.90 (Interpretation Procedure) of the Rancho Palos Verdes Municipal Code (RPVMC), to allow the owners of property traversed by an Open Space Hazard Zoning District boundary line the opportunity to adjust said boundary line up to 100 when based on the submittal of geology reports reviewed and approved by the City.

Recommendation: (1.) Staff recommends that the Planning Commission adopt P.C. Resolution No. 2011-___, recommending that the City Council adopt Ordinance No. ___, a Code Amendment revising RPVMC Chapter 17.90, thereby allowing the administrative adjustment of an open-space hazard zoning district boundary line from thirty (30) feet to one-hundred (100) feet through an interpretation procedure (Case No. ZON2011-00168); and, (2.) Staff recommends that the Planning Commission recommend to the City Council that the application fees associated with a request for an Interpretation Procedure to adjust an open-space hazard district boundary line be waived until the update of the General Plan, which will include updated mapping of the hazard areas Citywide, has been adopted by the City Council.
