Request: A request for a code amendment to restrict the number of garage sales on residential properties to two garage sales within one calendar year.

Action Deadline: None

Recommendation: Adopt P.C. Resolution No. 2012-__, thereby recommending to the City Council that they decline to adopt the proposed code amendment to restrict the number of garage sales allowed in a residential district.

2. GENERAL PLAN AMENDMENT, ZONE CHANGE, ENVIRONMENTAL ASSESSMENT, HEIGHT VARIATION & GRADING PERMIT (CASE NO. ZON2010-00025): 10 Chaparral / Colaruotolo (SK)

Request: A request to relocate the General Plan Land Use boundary line between Residential & Natural Environment/Hazard and the Zoning boundary line between Single Family Residential (RS-2) & Open Space Hazard to a more northerly location on the 1.96 acre vacant property located at 10 Chaparral so that the more level area of the lot can be developed with a new 6,838ft² two-story residence.

Action Deadline: May 1, 2012

Recommendation: Adopt P.C. Resolution No. 2012-__, recommending that the City Council certify a mitigated negative declaration and conditionally approve the requested General Plan Amendment, Zone Change, Environmental Assessment, Height Variation and Grading Permit (Case No. ZON2010-00025).

3. CONDITIONAL USE PERMIT REVISION AND VARIANCE REVISION (CASE NO. ZON2012-00038): 5504 Crestridge Road / P.V. Art Center (LM)
     To review the staff report click here
Request: A request to construct exterior improvements to the Palos Verdes Arts Center (PVAC) including:

• Expansion of the roof structure of the existing Ceramic Storage area, adjacent to Building “C”, whereby the structural posts will encroach 6’-0” into the required 20’-0” side yard setback and 16’-0” into the required 20’-0” south, rear yard setback. This portion of the request requires approval of a Variance to deviate from the code-required 20’-0” interior side and rear yard setback. In addition to the structural posts, the roof eave will cantilever so that the edge of the roof eave will be setback 10’-0” from the west side property line and 4’-0” from the south, rear property line. This portion of the request requires approval of a Variance to allow the roof overhang (eaves) to encroach more than 10’-0” into the 20’-0” south, rear yard setback. In addition, the new roof structure will be 17’-0” in height, thereby also requiring approval of a Conditional Use Permit to exceed the 16’-0” by-right height limitation in Institutional zones.

• Approval of a Site Plan Review to allow nine (9) new rooftop mechanical equipment units. Specifically, one (1) unit would be located on the roof of Building “B”, seven (7) units would be located on the rooftop of Building “A” and one (1) unit would be located on the rooftop of Building “C”. In order to approve the new mechanical equipment units, Condition No. 16 of the Conditional Use Permit for the PVAC expansion will need to be deleted to allow the abovementioned mechanical equipment units and new conditions of approval will need to be added.

Action Deadline: April 7, 2012

Recommendation: Continue the public hearing to March 27, 2012.
