1. COASTAL PERMIT, GRADING PERMIT AND SITE PLAN REVIEW (CASE NO. ZON2012-00141): 3344 Palos Verdes Drive West / Tomaro Architecture (LM)

Request: A request to construct a new 10,509 square foot, two-story residence with a 1,027 square foot garage on a 43,484 square foot down sloping lot. The residence will have a maximum height of 24’-6½”, as measured from the point where the lowest foundation/slab meets finished grade (elev. 252.86’) to the highest ridgeline of the residence (elev. 277.45’), and 14’-5½“, as measured from the average elevation of the setback line abutting the street (avg. elev. 263.0’) to the highest ridgeline of the residence (elev. 277.45’).. The project also includes a total of 3,680 cubic yards of cut and 298 cubic yards of fill.

Action Deadline: September 7, 2012

Recommendation: Open the public hearing, discuss the merits of the project, direct the applicant to redesign the project to reduce the overall ridgeline of the residence of 275.75’ and rear yard grading, and continue the public hearing to September 11, 2012.

Request: A review of the City’s development standards for outdoor lighting compared to the outdoor lighting code requirements of other cities, and the implementation of said requirements in the built environment.

Action Deadline: None

Recommendation: Review the City’s Development Code standards for outdoor lighting, along with the outdoor lighting requirements of other cities, and provide Staff and/or the Planning Commission’s exterior lighting sub-committee with direction on whether to pursue any amendments to the City’s existing code language that regulates exterior lighting.
