1. COASTAL PERMIT, GRADING PERMIT AND SITE PLAN REVIEW (CASE NO. ZON2012-00141): 3344 Palos Verdes Drive West / Tomaro Architecture (LM)

Request: A request to construct a new 10,382 square foot, two-story residence with a 1,027 square foot garage on a 43,484 square foot down sloping lot. The residence will have a maximum height of 25’-8¾”, as measured from the point where the lowest foundation/slab meets finished grade (elev. 251.00’) to the highest ridgeline of the residence (elev. 276.73’), and 13’-8¾“, as measured from the average elevation of the setback line abutting the street (avg. elev. 263.0’) to the highest ridgeline of the residence (elev. 276.73’). The project also includes a total of 2,988 cubic yards of cut and 218 cubic yards of fill.

Action Deadline: December 6, 2012

Recommendation: 1) Review Staff’s additional analysis and the applicant’s revised design to determine whether the modifications and additional information address the Commission’s concerns with the proposed project; and 2) If the Commission’s concerns have been addressed then close the public hearing, approve the subject application (Case No. ZON2012-00141), and direct Staff to return to the next meeting with a Resolution for the Commission’s consideration and adoption.

2. GENERAL PLAN UPDATE – PASSIVE AND ACTIVE RECREATIONAL LAND USE DESIGNATIONS: City/Citywide (GP)

Request: Review Staff’s report and provide direction on the various issues pertaining to the Recreational Active and Recreational Passive Land Use Designations as part of the City’s General Plan Update.

Action Deadline: None

Recommendation: 1) Determine that the existing “Active” and “Passive” Recreational land use designations in the General Plan should remain, and; 2) Approve the proposed revised General Plan definitions for “Active” and “Passive” land use designations, and; 3) Recommend that the City Council initiate a Code Amendment, amending the Zoning Code to replace the existing “Open Space Recreation District” with a new “Active Open Space Recreation District” and a new “Passive Open Space Recreation District”, wherein each new District will describe the allowable uses within the District along with associated Development Standards, and; 4) Approve the proposed “Active” or “Passive” designations for various Park sites as shown in the attached table.
