1. GENERAL PLAN CONSISTENCY FINDING FOR THE CAPITAL IMPROVEMENT PROGRAM: City (SK)
   To review the staff report click here

Request: A finding of consistency with the Rancho Palos Verdes General Plan for the City’s 2013 Capital Improvement Plan (CIP).

Action Deadline: None

Recommendation: Adopt P.C. Resolution 2013-__, finding the 2013 Five-Year Capital Improvement Plan consistent with the General Plan.

2. ZONE TEXT AMENDMENT – FENCES, WALLS AND HEDGES: City/Citywide (AH)
   To review the staff report click here

Request: A Code Amendment to revise RPVMC Section 17.76.030 (Fences, Walls and Hedges) to require new fences, walls and hedges within specified setbacks be subject to a Fence, Wall and Hedge Permit, thereby affording view protection from said fences, walls and hedges to more property owners, as well as minor clean-up amendments to Section 17.76.030 to clarify combination hedge heights and applicability of a Minor Exception Permit for fences.

Recommendation: Staff recommends that the Planning Commission Adopt P.C. Resolution No. 2013-___, recommending that the City Council: 1.) Adopt an Ordinance that would: (a) revise RPVMC Section 17.76.030(B)(1) to require the approval of a Fence, Wall and Hedge Permit for any new fence, wall or hedge within any rear or side yard setback; (b) revise RPVMC Section 17.76.030(C)(1)(b)(iv) to clarify the existing height limitations applicable to combination walls/hedges; and, (c) revise RPVMC Section 17.76.030(D)(1)(a) to clarify that a Minor Exception Permit is not required for any fence higher than 42 inches up to 6 feet within the street-side setback; and, 2.) Subsidize the current $2,192 Fence, Wall and Hedge Permit application fee.

3. VARIANCE REVISION (CASE NO. ZON2013-00079): 30132 VIA BORICA – HAN (SK)
   To review the staff report click here

Request: A request to construct a 429ft² addition to an existing multi-level residence. A Variance was approved by the City in 1978, allowing the construction of an addition between the detached garage and the residence, resulting in an overall height exceeding the Code allowed maximum of 30’. Although the proposed addition will not exceed the existing ridge heights, a Variance-revision is required because the overall height of the existing multi-level residence exceeds 30’. The overall height is measured from the point where the lowest foundation or slab meets finished grade (garage at the front) to the highest point of the structure (two-story ridgeline at the rear).

Action Deadline: June 10, 2013

Recommendation: Adopt P.C. Resolution 2013-__, thereby approving a Variance Revision for the construction of a 429ft² addition to an existing multi-level residence, while maintaining an overall height of 32’.

4. VARIANCE, COASTAL PERMIT, SITE PLAN REVIEW, LOT MERGER (CASE NO. ZON2013-00041): 98 YACHT HARBOR – BOOTH (LM)
   To review the staff report click here

Request: A request to construct a 576 square foot addition to the existing single-story residence, a 420 square foot attached garage and an expansion of the existing deck by 259 square feet. The applicant is also requesting to legalize a 170 square foot garage that was previously converted to habitable space. In addition to the development application, the project includes a request for a Lot Merger to combine two existing lots (developed - Parcel “A” and vacant - Parcel “B”), both owned by the applicant, into one lot with one residence.

Action Deadline: June 28, 2013

Recommendation: Adopt P.C. Resolution No. 2013-__, thereby conditionally approving the Variance, Coastal Permit, Site Plan Review & Lot Merger, and Denying the Variance for a proposed trellis over an extreme slope (Case Nos. ZON2013-00041 & SUB2013-00002)

5. GENERAL PLAN UPDATE – PROPOSED NAME CHANGE TO THE GENERAL PLAN LAND USE DESIGNATION OF “HAZARD”: City (GP/AH)
   To review the staff report click here

Request: A request to change the land use name for canyon and hillside areas from “Hazard” to “Open Space Hillside” to better reflect the “hillside” conditions of these particular areas.

Action Deadline: None.

Recommendation: Staff recommends that the Planning Commission take no action on this item so that Staff can re-notice the item for a future public hearing.

Request: A request to review and comment on the Draft Western Avenue Corridor Vision Plan, and provide feedback to Staff.
