Request: Construct a new split-story (16’/30’ height envelope), 10,656ft² residence (4,088ft² first floor, 3,319ft² second floor and 3,249ft² basement), a 852ft² detached garage, a 178ft² detached pool restroom, a swimming pool, 5,312yd³ of related grading, construction of combination walls up to 7.5’ in height, retaining walls up to 18.6’ in height and a 6’ tall entry gate.

3. SITE PLAN REVIEW, GRADING, VARIANCE MINOR EXCEPTION PERMIT
(CASE NO. ZON2013-00328): 6031 PALOS VERDES –SANITATION DISTRICTS OF LOS ANGELES COUNTY (SK)
Request: Relocate an existing 600kW generator from the front of the property to the side of the property, parallel with the side property line; replace/relocate an existing Edison emergency switch, and install a back-up generator on the property. City approval of a minor exception permit and a variance are required for the proposed setback reductions for all three mechanical units described above. The proposal also includes 80yd³ of grading, a combination wall (retaining wall with a fence on top) up to 9’-10” in height along the side property lines, a 7’-5” tall free-standing wall and gate along the front property line, and landscaping around the new walls for screening purposes.

Request: Change the land use designation for 1) Green Hills Memorial Park from Commercial-Retail to a new land use designation of Cemetery; and 2) Gateway Park from Agricultural, Open Space Hazard, and Single-Family Residential (less than or equal to 1 dwelling unit/acre) to Recreational-Passive.

Recommendation: 1) Approve the proposed land use changes to the General Plan land use map for Green Hills Memorial Park; and 2) review and discuss Staff’s background information on Gateway Park, hear public testimony, provide feedback and continue the discussion of Gateway Park to the October 22, 2013 Planning Commission Meeting.
