AUGUST 24, 2010 PLANNING COMMISSION MEETING

The Planning Commission conducted a public hearing on Tuesday, August 24, 2010, at 7:00 PM at Hesse Park Community Building, 29301 Hawthorne Boulevard, Rancho Palos Verdes, to consider Revision “A-1” to Conditional Use Permit No. 200, Grading Permit and Coastal Development Permit (Planning Case No. ZON2010-00275) to amend Condition of Approval No. 29, to adjust the grading quantities from a maximum total of 20,520 cubic yards to a new maximum total of 25,885 cubic yards (for a net increase of 5,365 cubic yards of earth work).

PLANNING COMMISSION NOTICE OF DECISION

The Planning Commission of the City of Rancho Palos Verdes has adopted P.C. Resolution No. 2010-02, adopting a Mitigated Negative Declaration (MND) with a Mitigation Monitoring Reporting Program (MMRP) and adopted P.C. Resolution No. 2010-03, approving with conditions, Conditional Use Permit No. 200 Revision ‘A’, Grading Permit, and Coastal Development Permit to allow the construction of the Parking Lot and Site Improvement Project at Lower Point Vicente (ZON2009-00441).

The Planning Commission’s decision constitutes the final action on the project.  The clock for filing an appeal begins on Wednesday, February 10, 2010 (Day 1).   Any interested party who wishes to appeal the Commission’s decision to the City Council must submit the appeal no later than the close of the business day on Thursday, February 25, 2010 at 5:30 p.m.  

An appeal must be filed to the City’s Planning Department with a letter stating the name(s) and contact information of the appellant(s) along with a detailed written statement of the grounds of the appeal.  Additionally, pursuant to the City Council’s adopted fee schedule, each appeal must include a filing fee of $2,255.00 at the time the appeal is filed.

FEBRUARY 9, 2010 PLANNING COMMISSION STAFF REPORT

The Planning Commission will conduct a public hearing, continued from January 23rd, on February 9, 2010 to consider the approval of the parking lot and site improvements proposed at Lower Point Vicente.  The meeting will be held at Fred Hesse Community Building, located at 29301 Hawthorne Boulevard, Rancho Palos Verdes at 7:00 p.m.

January 26, 2010 Planning Commission Staff Report

The Planning Commission will conduct a public hearing on January 26, 2010 at Fred Hesse Community Room at 7pm to review the project site improvements proposed at Lower Point Vicente.  Additionally, the Commission will also receive public comments on the Draft Mitigated Negative Declaration for the proposed project.  Click here to view the January 26, 2010 Planning Commission Staff Report.

AVAILABILITY OF THE DRAFT INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION

Pursuant to the authority and criteria contained in the California Environmental Quality Act (CEQA) and the CEQA Guidelines of the City of Rancho Palos Verdes, a Draft Initial Study (IS) and Mitigated Negative Declaration (MND) has been prepared assessing the potential environmental impacts relating to the proposed parking lot and site improvements at Lower Point Vicente. 

The Planning Commission will conduct a public hearing on the Draft IS/MND and the merits of the project on Tuesday, January 26 and February 9, 2010 at Hesse Park Community Building at 29301 Hawthorne Blvd, Rancho Palos Verdes.  Public written comments will be accepted for a 42-day comment period between December 24, 2009 and February 3, 2010.  Written comments should be sent to the Director of Planning, Building and Code Enforcement

GENERAL PROJECT DESCRIPTION 

The City of Rancho Palos Verdes will be completing the site improvements at Lower Point Vicente originally approved for the Point Vicente Interpretative Center (PVIC) expansion project.  The site improvements consist of the following:

  • Added and reconfigured parking spaces
  • Driveway realignment
  • New and improved decomposed granite trails
  • On-site lighting (including the parking lot)
  • On-site drainage improvements (including water quality measures)
  • Wayfinding signs
  • Minor site grading to

In order to accommodate the above improvements, earth movement will be needed to prepare the site for construction.  The earth movement will be conducted in accordance to a Work Plan approved by the Department of Toxic Substances Control (DTSC) that is consistent with the previous lead remediation plan. 

The site improvements at Lower Point Vicente were not completed by the City at the time the expansion to PVIC was completed because of budget limitations.  Unrelated to its proposed building and improvements at Lower Point Vicente, the Annenberg Foundation is funding the site improvements at Lower Point Vicente as a charitable gift to the City. 

Prior to commencing construction, the City will complete an environmental assessment pursuant to the California Environmental Quality Act (CEQA) for consideration by the Planning Commission along with a revision to the Condition Use Permit, Coastal Permit, and Grading Permit for the PVIC expansion project.  More information, including project plans and related documents, will be posted to this site when made available.
