The purpose of the Community Development Department is to ensure the orderly physical development of the community by upholding the goals and policies of the City’s General Plan. The Department does this by implementing the City’s Development Code and Building Codes. By so doing, the Department oversees the following functions of the City: Planning & Zoning; Building & Safety; Code Enforcement; View Restoration and Preservation (foliage related); and Equestrian Uses. The Department also implements the City’s Natural Communities Conservation Plan (NCCP), the City’s Conceptual Trail Plan (CTP), the City’s Forrestal Management Plan (FMP) and the City’s Affordable Housing requirements. Furthermore, the Department staffs the City’s Planning Commission and Equestrian Committee.
General activities of the department include: administration of the City's land use regulations, including zoning, current and advance planning, trails, equestrian permits and environmental regulations; enforcement of the City’s Zoning Code and Building Codes; issuance of building permits, plan check services, building inspection services, and geologic inspection and review services; the processing of View Restoration Permits, View Preservation Applications and City Tree Review Permits, the processing of equestrian related permits, such as Large Domestic Animal Permits.
