The City of Rancho Palos Verdes has temporarily closed the Portuguese Bend Nature Reserve due to the wildfire that occurred on August 27th, 2009. At this time, the City is opening limited trails in the Portuguese Bend Reserve during the fire recovery period. Thank you for your cooperation during this fire recovery period.

PUBLIC USE MASTER PLAN (PUMP)

APRIL 7, 2009 City COUNCIL MEETING

The City Council of the City of Rancho Palos Verdes will conduct a public meeting (regular business agenda item) on Tuesday, April 7, 2009 at 7:00 p.m. at the Hesse Park Community Room located at 29301 Hawthorne Blvd to consider the following:

  • The Palos Verdes Peninsula Land Conservancy 6-month report on trail use at the Portuguese Bend Reserve
  • The PUMP Committee’s recommendations pertaining to activities/uses (archery, paragliding, farming, etc.) in the Palos Verdes Nature Preserve
  • The items to be included in the final Public Use Master Plan document for adoption at a later date, such as use of the Preserve in the evening, annual reporting requirements, and monitoring and enforcement.   

All interested parties are invited to submit written comments and to attend and give testimony at the April 7th City Council Meeting.  If you wish to submit written comments, please provide them to the Director of Planning, Building, and Code Enforcement by noon on Monday, April 6, 2009.  Written comments submitted by Monday, March 30, 2009 will be included in the City Council Staff Report. 

CITY COUNCIL ADOPTED PRESERVE TRAILS PLAN

On February 23, 2008, the City Council conducted an adjourned meeting to review the Public Use Master Plan (PUMP) Committee’s recommended Preserve Trails Plan for the City’s Natural Communities Conservation Plan (NCCP) Palos Verdes Nature Preserve.  The City Council held four public meetings to review the PUMP Committee’s recommendations.  The Preserve Trails Plan was eventually adopted, in its entirety, by the City Council on April 29, 2008.  The Council adopted Preserve Trails Plan identifies the permitted trail routes and the permitted trail uses (pedestrian, equestrian, and bicycle) within the Palos Verdes Nature Preserve. In order to enhance a trail users experience and protect the native plants, animals, and habitat, please observe the following:

  • Travel on designated trails and adhere to the trail use designations (as shown on the Preserve Trails Plan)
  • The creations of jumps and new trails is prohibited
  • Please keep dogs on leash at all times
  • Take only pictures, leave everything else

Trail modifications of any kind are not permitted in the Preserve.  This includes construction of jumps, wooden ladders, earthern mounds, formation of berms and brush clearance.  Trail users can balance preservation with recreation by staying on designated trails.  Bicyclists must yield to pedestrian and equestrian traffic at all times.  Reckless behavior by any trail user is subject to removal from the Preserve.   

PORTUGUESE BEND RESERVE – TEMPORARY TIME-OUT

THE PUMP COMPONENT OF THE VISION PLAN

The Vision Plan also includes the creation of the Public Use Master Plan (PUMP) for the Portuguese Bend Nature Preserve. Click here for a map of the Preserve properties. The current Preserve consists of the following City owned properties:

  • Shoreline Park (52 acres)
  • The Switchbacks parcel (94 acres)
  • The Trump habitat preserve (71 acres)
  • The Forrestal Nature Preserve (154 acres)
  • The Portuguese Bend parcel (399 acres)
  • The coastal Abalone Cove and adjoining RDA parcels (110 acres)
  • The Barkentine parcel (98 acres)
  • The Fishing Access parcel (9 acres)
  • Portions of Lower and Upper Pt. Vicente (60 acres)
  • The Oceanfront habitat preserve (69 acres)
  • Agua Amarga Canyon (39 acres)
  • Portions of the Crestridge parcel (13 acres)
  • PVPLC owned Lunada Canyon (20 acres)

In accordance with the City’s NCCP, the PUMP must be prepared and submitted to the resource agencies within 2 years of the NCCP Implementing Agreement being signed by all parties. Preparation of the PUMP will be a major undertaking and the financial assistance provided by the Annenberg grant will be invaluable for completing the PUMP within the required time line.

The Overall Vision Plan/PUMP Preparation Process

Melendrez, a landscape architecture and urban planning firm with which the Annenberg Foundation has worked to implement many of its grants and projects, will be taking the lead with respect to integrating the existing planning documents, soliciting public input and working with the City/PVPLC staff to create the RPV Vision Plan. Melendrez will lead the planning process, with coordination and input provided by PVPLC and City staff and oversight provided by the City Council open space acquisition ad hoc subcommittee of Councilmen Clark and Stern. Current Status of Public Use Master Plan (PUMP)

The PUMP Committee has been meeting on a regular basis since its first meeting on July 12, 2006 to discuss public issues related to the Preserve, such as trail routes, trail uses, and trail amenities (trailheads, vista points, etc.). In order to facilitate the Committee’s discussion on the overall Preserve, sub-areas were identified by the Committee, referred to as “Reserves.” Click here to view a map of the “reserve” properties.



The Portuguese Bend Nature Preserve is comprised of the following ten (10) “reserves:”

  • Vista del Norte Reserve
  • Agua Amarga Reserve
  • Vicente Bluffs Reserve
  • Alta Vicente Reserve
  • Abalone Cove Reserve
  • Three Sisters Reserve
  • Portuguese Bend Reserve (formerly known as Canyons)
  • Forrestal Reserve
  • San Ramon Reserve
  • Ocean Trails Reserve

The City Council has completed its review of the Committee’s recommended Preserve Trails Plan, the Committee will begin to review activities permitted within the Preserve

The PUMP Committee meetings are open to the public. The Committee generally meets once a month on Wednesday evenings at 7pm. The meetings are typically held in the Community Room at RPV City Hall (30940 Hawthorne Blvd.), unless otherwise noted. Click here to access the PUMP Committee tentative meeting calendar.
