Solid Waste and Recycling Services

Residential Services (single-family & Multi-family):

The City has exclusive agreements for residential services (single and multi-family) with Waste Management of Los Angeles and Universal Waste Systems, Inc. dba Ivy Rubbish Disposal. Homeowners have to provide their own trash containers. Recycling containers are provided free of charge by the haulers.

These haulers provide refuse and recycling services to all of the City’s single-family homes, condominiums, apartment complexes and townhomes.

WASTE MANAGEMENT CUSTOMERS

Waste Management services 95% of the City. Waste Management provides twice a week refuse, once a week green waste and once a week commingled recyclables pickup at curbside. If you are new to RPV, you need to call WM and establish an account. Customers are billed by the hauler every quarter, but also have an option to pay in advance, annually, and receive a 5% pre-payment discount. Seniors, 65 and older are eligible for a senior citizen discount of 10%. You need to provide your own trash container. WM will supply the green waste (green colored) and commingled recycling (blue colored) containers.

Bulky Item and Electronics Waste: There is also free curbside collection of bulky waste items (mattresses, water heaters, stoves, desks, etc) and electronics waste collection (computer monitors, VCR’s, TV’s, etc). However, you have to first call your hauler and schedule a collection date. These particular items are not picked up automatically.

Recyclables includes: Newspaper, mixed paper (phone books, magazines, computer paper, junk mail, and paper bags), cardboard, glass bottles and jars, aluminum cans, plastic containers, tin/steel cans, used oil, and oil filters.
Recycling should be placed commingled in the blue wheeled container(s), and is collected on the first collection of the week. Call Waste Management if you need additional containers.

Green Waste includes: Shrubs, grass, leaves, brush, small branches, and bundled tree trimmings. Green waste should be placed in the green container(s), and is collected on the 2nd collection of the week. Tied bundles are also acceptable. Call Waste Management if you need additional containers.

UNIVERSAL WASTE SYSTEMS (UWS)/IVY RUBBISH DISPOSAL

Universal Waste Systems dba Ivy services 5% of the City (an area limited to south of PVDS and the Portuguese Bend landslide area). UWS provides once and twice a week backyard and twice a week curbside trash services and once a week green waste and commingled recycling services. Manure collection (an additional charge) is also available for customers who have horses.

Commercial Services (bins & roll offs):

The City has non-exclusive agreements with 13 specific haulers for servicing the City’s commercial sector and providing roll off services. This includes providing
:
1) Regular bin services to businesses, and
2) Temporary roll off containers for single-family and multi-family homes, and businesses that are being remodeled constructed and/or demolished.

The City does not set any rates for commercial haulers. Call any of the authorized haulers on the City list and choose the one offering the best service, price or delivery date/time. Do not hire a hauler that is not authorized by the City. Unauthorized haulers violate the City’s ordinance and Municipal Code, and such roll off will be removed from the City.

A dumpster permit ($65) is required (either paid by the homeowner or the contractor) for any roll-off container placed in the public right of way, i.e. street, by the curb. The permit and payment can be made either by the homeowner or the contractor. If roll offs are placed on or private property, i.e. driveway, or on an empty lot, no permit is needed.
